Prohibits assisted living establishments, nursing homes, and facilities serving individuals with mental conditions or developmental disabilities from raising room and board rates during the term of a resident's contract

Requires facilities to provide justification for any room and board rate increase in a subsequent contract that exceeds the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) during the preceding residency period

Amends four Illinois statutes: the Assisted Living and Shared Housing Act, Nursing Home Care Act, MC/DD Act, and ID/DD Community Care Act

Defines "consumer price index-u" as the Bureau of Labor Statistics index measuring average price changes for goods and services purchased by all urban consumers (U.S. city average, all items, 1982-84 = 100)
