Amends the Illinois Wildlife Code to allow healthy striped skunks and healthy raccoons to be released alive after removal under nuisance wildlife control provisions, rather than requiring destruction

Requires the Department of Natural Resources to adopt rules implementing the live release provisions within one year of the bill's effective date

Authorizes the Department to set reasonable requirements for releasing striped skunks and raccoons to protect public health, welfare, and safety

Applies to animals removed under wildlife damage control permits and Nuisance Wildlife Control Permits issued to landowners, commercial operators, governmental bodies, and nonprofits
