IL HB2431

Establishes ranked-choice voting for Illinois General Assembly members and statewide constitutional offices (Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, and Treasurer) in general and special elections, but not in primary elections

Requires ballots to allow voters to rank candidates in order of preference, with a minimum of 6 ranking positions permitted; voters are not required to rank all candidates

Specifies vote tallying proceeds in rounds: each ballot counts as one vote for its highest-ranked continuing candidate, and if more than 2 candidates remain, the last-place candidate is eliminated and a new round begins until only 2 candidates remain

Defines "exhausted ballot" as one that ranks no continuing candidates, contains an overvote at the highest continuing ranking, or has 2 or more sequential skipped rankings before the highest continuing ranking

Allows batch elimination of multiple candidates who are mathematically impossible to elect, and requires ties to be decided by lot with results recorded for potential recounts
