Amends the Illinois Vehicle Code to allow commercial relocators (towing companies) to recover towing permit fees and vehicle release fees as part of their lawful charges

Fees must be lawfully adopted by a unit of local government and imposed by a law enforcement agency as administrative fees to support existing relocator programs

Grants the Illinois Commerce Commission authority to set maximum amounts for towing permit fees or vehicle release fees that commercial relocators may recover

Overrides existing provisions in Sections 18a-200 and 18a-300 of the Vehicle Code regarding relocator fees and charges
