Expands authority for the Secretary of State to maintain petty cash funds exceeding $1,000 at any Motor Vehicle Facility for the purpose of making change, replacing the previous limit that only applied to specific named facilities

Removes the enumerated list of specific facilities (Chicago, Springfield, Champaign, Decatur, Marion, Naperville, Peoria, Rockford, Granite City, Quincy, and Carbondale) that were previously authorized for higher petty cash limits

Allows all petty cash funds maintained at Department of Revenue Facilities or Secretary of State Motor Vehicle Facilities to be retained on the facility premises rather than requiring amounts over $100 to be kept in bank accounts

Amends Section 13.3 of the State Finance Act (30 ILCS 105/13.3) concerning petty cash funds and purchasing cards

Takes effect immediately upon becoming law
