Prohibits telephone solicitations in Illinois using automatic telephone dialing systems unless the recipient has expressly consented or has an existing business relationship with the caller

Expands the definition of "telephone solicitation" to include any voice communication (not just live operators) for soliciting sales, services, property, or wrongfully obtaining anything of value

Defines "existing business relationship" as requiring a purchase, contract, or service agreement within the preceding 12 months, a current subscription/account/membership, or an inquiry within 12 months

Exempts calls from government entities, 501(c) nonprofits, licensed health care providers, public utilities, and emergency services from the automatic dialer restrictions

Allows individuals to sue for $500 per violation of the automatic dialer prohibition, plus costs and attorney's fees, as an alternative to federal Telephone Consumer Protection Act damages
