Amends the Illinois Gender Violence Act to expand the definition of "gender-related violence" to include non-consensual removal of a sexually protective device during sexual contact (commonly known as "stealthing")

Creates civil liability when a person intentionally removes a protective device without their partner's consent after both parties agreed one would be used

Also covers situations where a protective device is unintentionally removed but the person continues sexual contact after becoming aware of the removal without obtaining consent

Defines "sexually protective device" to include internal or external condoms, spermicides, diaphragms, cervical caps, contraceptive sponges, dental dams, and other physical barrier devices intended to prevent pregnancy or STIs

Explicitly excludes intrauterine devices (IUDs) and hormonal birth control methods from the definition of sexually protective devices
