Amends the Local Governmental and Governmental Employees Tort Immunity Act to explicitly recognize bicyclists as intended users of public roadways

Establishes that a person operating a bicycle is deemed an intended user of every roadway and portion of roadway where bicyclists are legally permitted to ride

Expands local government liability by clarifying that municipalities must maintain roadways in reasonably safe condition for bicyclists, not just motor vehicles

Strengthens legal protections for injured bicyclists by removing potential government defense that cyclists were not "intended users" of the roadway
