Amends the Illinois Insurance Code to add protections for neonatal intensive care services received from out-of-network providers or facilities

Requires health insurance issuers to ensure patients pay no more in out-of-pocket costs for neonatal intensive care from nonparticipating providers than they would from in-network providers

Protection applies when the nonparticipating provider or facility bills the neonatal intensive care as emergency services

Extends existing "surprise billing" protections already in place for emergency services to specifically cover neonatal intensive care situations
