Amends the Higher Education Student Assistance Act to allow incarcerated students to participate in the Monetary Award Program (MAP) for financial assistance

Creates an exception to the existing rule that excludes academic programs for incarcerated students from qualifying as "institution of higher learning" for student assistance purposes

The change specifically applies only to the MAP grant program established under Section 35 of the Act, while other exclusions for incarcerated student programs remain in place

Effective date: July 1, 2026
