Grants site-based cohort coordinators authority to inform cohort development and operations, including budget requests for child care, transportation, tutoring, technology support, cohort size, grant type applications, partnerships, and local outreach

Removes "manage" from Grow Your Own Illinois's responsibilities, leaving the organization to "select and oversee" consortia

Authorizes the Board of Higher Education to create a complaint process allowing cohorts to communicate operational or funding challenges with program implementation
