Amends the Chicago Police Article of the Illinois Pension Code to create a presumption of disability for police officers who have been denied reinstatement by their employer due to physical or mental incapacity

Prohibits denial of disability benefits to qualifying police officers unless the employer reinstates them or offers a limited-duty position

Entitles police officers previously denied disability benefits without an offer of reinstatement or limited-duty position to receive disability benefits retroactively after the Act's effective date

Allows police officers who prevail in administrative review challenges against the Retirement Board's denial or termination of disability benefits to recover court costs, litigation expenses, and reasonable attorney's fees from the Fund

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements; takes effect immediately upon becoming law
