Removes the January 1, 2019 restriction that prevented police chiefs from electing to participate in the Illinois Municipal Retirement Fund (IMRF) unless they were already IMRF participants before that date, allowing all police chiefs to choose IMRF over Article 3 pension funds

Eliminates the requirement for municipalities to establish defined contribution plans for police officers going forward after the bill's effective date

Requires municipalities to maintain existing defined contribution plans only for police officers who began participating before the bill's effective date

Restricts future eligibility for the defined contribution plan option to police officers who first became officers before the bill's effective date and only in municipalities that already established such plans

Amends the State Mandates Act to require implementation without state reimbursement to local governments
