Requires the Department of Children and Family Services (DCFS) to work with county boards to identify locations for installing "newborn safety devices" (baby boxes) at hospital emergency departments, fire stations, emergency medical facilities, and police stations

Counties with populations under 500,000 must identify one facility for a newborn safety device; counties over 500,000 must identify four facilities

Newborn safety devices must meet specific requirements including: 24/7 staffed locations, climate-controlled environment, automatic locking after infant placement, notification to staff within 30 seconds, and automatic 911 call if staff don't respond promptly

DCFS will award grants to designated facilities to cover installation and maintenance costs; facility participation is strictly voluntary

Facilities operating newborn safety devices receive civil liability immunity for acts or omissions related to device operation, unless gross negligence or willful misconduct occurs
