Creates the "Private Swimming Pool Enclosure Act" (also known as "Zoe's Law") requiring new outdoor swimming pools on private residential property to be enclosed by a fence, wall, or barrier at least 42 inches high with openings no more than 2 inches from bottom to grade and no more than 4 inches within the barrier

Defines covered swimming pools as outdoor artificial basins deeper than 24 inches covering more than 25 square feet, or with capacity exceeding 200 gallons, intended for owner and guest use

Exempts above-ground pools 42 inches or higher, jacuzzis, and pools already regulated under the Swimming Pool and Bathing Beach Act or Swimming Pool Safety Act

Requires all municipalities to establish a permitting process for swimming pools by January 1, 2027, with mandatory enclosure inspections before initial permit issuance and at least once every 5 years thereafter

Limits home rule authority by prohibiting local governments from adopting less restrictive regulations than state requirements, while allowing more restrictive local standards
