Amends the Children and Family Services Act to require the Department of Children and Family Services (DCFS) to submit an annual caseload report to the General Assembly

Report must be submitted no later than March 1 of each year

Report must include information on ongoing case files, the Department's caseload tracking system(s), and the ratio of active case files to active Department personnel

Report must address how appropriations can be structured to incentivize caseload management and reduce the burden on individual DCFS personnel
