Prohibits purchasing or possessing a "license plate flipper" device, punishable as a Class B misdemeanor (up to 6 months jail, $1,500 fine)

Prohibits manufacturing, selling, offering to sell, or distributing license plate flippers, punishable as a Class A misdemeanor (up to 1 year jail, $2,500 fine)

Defines "license plate flipper" as a manual, electronic, or mechanical device that either alternates between multiple license plates or hides a plate from view by flipping it

Requires automatic suspension of vehicle registration for any person who violates either the possession or distribution provisions

Amends the Illinois Vehicle Code Section 3-413 regarding display of registration plates
