IL HB2516

Prohibits the sale, offering for sale, or distribution of cosmetics, dental floss, juvenile products, menstrual products, and intimate apparel containing intentionally added PFAS (per- and polyfluoroalkyl substances) in Illinois beginning January 1, 2032

Defines "intentionally added PFAS" as PFAS deliberately added during manufacturing where the presence is desired in the final product, excluding PFAS present only due to contaminated water sources

Exempts products governed by preemptive federal law, used products offered for resale, electronic/internal components, and certain EPA-approved refrigerants, foams, and aerosol propellants

Requires the Illinois Environmental Protection Agency to submit a report to the General Assembly by August 1, 2027 assessing the authority, infrastructure, and funding needed to review fluoropolymers in consumer products and their health/environmental impacts

Establishes civil penalties of up to $5,000 for first violations and $10,000 for subsequent violations, enforceable by the Attorney General or county State's Attorney, with penalties deposited into the Environmental Protection Trust Fund
