Amends the Civic Center Code to replace the fixed $10,000 bidding threshold with the "small purchase maximum" under the Illinois Procurement Code for contracts involving property sales, construction, supplies, materials, equipment, and services

Requires contracts for property sales exceeding the small purchase maximum to be awarded to the highest responsible bidder after advertising for bids

Requires construction and supply contracts exceeding the small purchase maximum to be awarded to the lowest responsible bidder after advertising for bids, with exceptions for repair parts, professional services, and utilities

Prohibits splitting contracts into smaller amounts to avoid competitive bidding requirements

Takes effect immediately upon becoming law
