Expands Grocery Initiative Grants to cover equipment needed to accept Women, Infants, and Children (WIC) program payments, in addition to existing energy-efficient equipment upgrades

Broadens the definition of "grocery store" to include meat retailers (NAICS code 44524), fruit and vegetable retailers (NAICS code 44523), and fish and seafood retailers (NAICS code 44525), making these specialty food retailers eligible for grant funding

Maintains existing requirements that eligible stores must accept SNAP and WIC benefits, derive no more than 30% of revenue from tobacco and alcohol sales, and sell a substantial variety of perishable foods

Effective date of July 1, 2025
