Amends the Nurse Agency Licensing Act to clarify that nurse agencies (rather than "persons") must be licensed by the Illinois Department of Labor to lawfully establish, operate, maintain, or advertise in the state

Changes the penalty for submitting false or misleading information on license applications from a petty offense to an administrative fine of up to $500 imposed by the Department

Allows a single license to cover multiple locations if the nurse agency is owned and managed by the same applicant

Modifies civil penalties for violations of the Act from a flat $10,000 per occurrence to "up to" $10,000 per occurrence, giving the Department discretion in penalty amounts

Updates terminology throughout the Act by replacing "health care staffing agency" and "nurse staffing agency" with "nurse agency" for consistency
