IL HB2533

Requires a voter referendum before a large investor-owned public utility (serving more than 15,000 customer connections) can acquire a state or locally-owned water or sewer utility

Referendum must be placed on the ballot at the next election following the required public meeting and newspaper notice about the acquisition terms

Acquisition may only proceed if a majority of electors within the water or sewer utility's service area vote "yes" on the referendum

Illinois Commerce Commission is prohibited from approving the acquisition if the referendum fails to receive majority support

Amends existing Section 9-210.5 of the Public Utilities Act, which is scheduled to be repealed on June 1, 2028
