Amends the Illinois Election Code to include "declarations of intent to be a write-in candidate" in the formal objection process that currently applies to certificates of nomination, nomination papers, and referendum petitions

Allows any legal voter in the relevant political subdivision or district to file written objections to write-in candidate declarations within 5 business days after the filing deadline

Requires election officials to notify write-in candidates whose declarations are challenged by sending copies of objection petitions via registered mail or receipted personal delivery to the candidate's residence address

Grants electoral boards authority to review write-in candidate declarations for proper form, timely filing, and authenticity, with the board's majority decision being final subject to judicial review

Establishes procedural requirements for transmitting electoral board rulings on write-in candidate objections to the appropriate election authorities and county clerks for compliance
