Allows any county with a municipal board of election commissioners to expand that board to serve as a county board of election commissioners, subject to approval by county voters in a referendum

Expands eligibility for counties to establish a county board of election commissioners by voter referendum to counties with populations under 300,000 (previously limited to counties between 175,000 and 200,000 based on the 2010 census), now based on 2020 census figures

Changes the dissolution process for county boards of election commissioners to require voter approval through a referendum, replacing the previous requirement of a petition signed by at least 10% of registered voters

When a county establishes a county board of election commissioners in a county with an existing municipal board, the county board supersedes the municipal board for territory within county limits
