Amends the Illinois Parentage Act of 2015 to use gender-neutral language throughout, replacing terms like "father," "mother," "man," and "woman" with "parent," "person," and "woman or person who gave birth to the child"

Establishes that children have the same rights to parentage regardless of their parents' marital status, age, gender, gender identity, sexual orientation, or whether born through assisted reproduction or surrogacy

Expands the definition of "assisted reproduction" to include artificial insemination, gamete donation, embryo donation, in vitro fertilization, intracytoplasmic sperm injection, and other assisted reproductive technologies

Creates a streamlined "confirmatory adoption" process for children born through assisted reproduction, allowing courts to grant adoptions within 30 days without requiring home studies, criminal background checks, or Department of Children and Family Services involvement

Updates the Gestational Surrogacy Act to require intended parents to be at least 21 years old and experiencing infertility, mandates ongoing independent legal representation for all parties, and allows either party to terminate the agreement before embryo transfer
