Amends the School Code and the Deceased, Disabled, and MIA/POW Veterans' Dependents Educational Opportunity Grant Act to require the Illinois Department of Veterans' Affairs to determine eligibility for scholarship and grant benefits "by rule" rather than through informal processes

Clarifies the definition of "full-time enrollment" in quotation marks for the MIA/POW Scholarship program (12 or more semester hours per semester, 12 or more quarter hours per quarter, or equivalent)

The MIA/POW Scholarship provides dependents of eligible veterans (those declared POW/MIA, killed in service, or 100% permanently disabled from service-connected causes) with tuition and mandatory fee waivers at Illinois public universities and community colleges for up to 4 years

Eligible dependents include spouses, natural children, legally adopted children (under 18 at adoption), step-children (under 18 at marriage), and minors under court-ordered guardianship for at least 2 continuous years

Requires the Department to adopt rules specifically for rendering payments to eligible minor children of deceased veterans or servicepersons
