Establishes a Safety Committee within the Illinois Department of Corrections to assess compliance with OSHA and other workplace health and safety laws, with at least 40% of members being bargaining unit employees

Director of Corrections appoints 60% of committee members (including non-bargaining unit members and up to 2 International Union of Operating Engineers members), while the exclusive collective bargaining representative appoints the remaining 40%

Requires the chairperson to have professional background in environmental health and safety, with authority to conduct workplace safety inspections at any time, including random unannounced inspections

Grants the chairperson power to investigate equipment training practices, direct alternative trainings, and remove equipment lacking industry standard safeguards from service

Requires an annual report on the Department's workplace safety efforts and future plans; implementation is subject to appropriations
