Establishes a pilot program through the Department of Human Services to provide one-time property tax rebates to homeowners in Bloom, Calumet, Rich, Thornton, or Bremen Township in Cook County for the 2023 tax year (due in 2024)

Limits eligibility to low-income or moderate-income household members who are responsible for property tax payments on homestead property, with only one rebate allowed per parcel

Funds the program through reallocation of money originally appropriated for Illinois Welcoming Centers in State Fiscal Year 2025 or through new appropriations in the FY 2026 budget

Requires the Department to maximize the number of qualified applicants receiving rebates within the total funding available, with rebate amounts determined by the Department

Authorizes emergency rulemaking for expedited implementation; the pilot program expires January 1, 2027, and the emergency rulemaking authority expires one year after the Act takes effect
