Prohibits law enforcement officers from stopping, detaining, inspecting, or searching a motor vehicle, its contents, or occupants solely based on the odor of burnt or raw cannabis when the vehicle is driven or occupied by someone 21 years of age or older

Maintains existing prohibitions on using cannabis within the passenger area of a motor vehicle on highways

Violations of cannabis possession rules in vehicles remain a Class A misdemeanor

Medical cannabis cardholders and related agents who violate vehicle possession rules face 2-year revocation of their cards or agent status in addition to criminal penalties
