Designates paragraph (14) of subsection (a) of Section 2605-35 of the Illinois State Police Law as "Alicia's Law," relating to investigations into Internet crimes against children

Expands the definition of "employee" under the State Employee Indemnification Act to include Metropolitan Enforcement Groups and intergovernmental law enforcement organizations where Illinois State Police is a party and all sworn members qualify as employees

Adds definitions for "CJIS Systems Agency" and "Criminal Justice Information System" to the Illinois State Police Law, covering systems for collection, processing, and dissemination of criminal justice information including biometric data, arrest records, and firearms background checks

Assigns the Division of Justice Services to serve as the CJIS Systems Agency for Illinois and establishes that the FBI's CJIS Security Policy governs criminal justice information systems statewide

Adds enforcement of Chapter 18b of the Illinois Vehicle Code to the Division of Patrol's duties and adds investigation of Internet crimes against children to the Division of Criminal Investigation's functions, with Section 15 taking effect October 1, 2025
