IL HB2588

Expands the State Comptroller's authority to deduct amounts from state warrants and payments to include debts owed to public agencies or associations organized under intergovernmental agreements, such as intergovernmental risk management associations or self-insurance pools

Allows the Comptroller to enter into intergovernmental agreements with these public agencies and associations to establish procedures for offsetting obligations owed to them

Requires that deduction requests from intergovernmental agencies be accompanied by either a written agreement between the parties or a court order authorizing the deduction

Maintains the existing 25% cap on deductions from wages, salaries, personal services contracts, and pension payments

Takes effect immediately upon becoming law
