Amends the Hypodermic Syringes and Needles Act to require pharmacists to sell sterile hypodermic syringes or needles to qualifying individuals when needed for proper medication utilization or administration, provided the pharmacy has them in stock

Pharmacists must use professional and clinical judgment when making these sales and provide counseling or referrals to relevant healthcare services

Maintains existing provisions allowing pharmacists to sell up to 100 sterile hypodermic syringes or needles to persons 18 years or older

Syringes and needles must be stored in a manner limiting access to pharmacists and their designees, and may only be sold from the pharmacy department
