Amends the Biometric Information Privacy Act (BIPA) to create a new exemption from the law's requirements

Exempts companies registered with the Illinois Department of Transportation to conduct autonomous vehicle testing from all BIPA provisions

Allows autonomous vehicle testing companies to collect, use, and store biometric information (such as facial recognition or fingerprint data) without following BIPA's consent, disclosure, and data protection requirements

Adds this exemption to existing BIPA carve-outs for financial institutions, government contractors, and entities covered by HIPAA
