Creates the Construction Zone Safe Detour Act requiring GPS service providers operating in Illinois to have at least one person available 24/7 to receive official detour requests from emergency services, Illinois State Police, or the Department of Transportation

GPS service providers must upload detour and routing information provided by state agencies into their navigation systems; failure to implement proper detour routing may result in treble damages liability

GPS service providers have an affirmative defense if emergency services, IDOT, or Illinois State Police fail to provide them with routing information

Prohibits the Department of Transportation from conducting construction on a secondary route or parallel primary highway simultaneously, except in emergencies

Requires IDOT to reimburse local governments for road damage within their jurisdictions caused by detours around Department-authorized construction zones
