Creates the Solar Powered Road Signs Pilot Program Act requiring the Illinois Department of Transportation to develop a pilot program testing solar powered LED road signs in 5 counties of varied population within 6 months of the Act taking effect

Counties participating in the pilot must install signs only on roadways that are not State highways, federal highways, or within incorporated areas, and must target locations with particularly low visibility signs

Each participating county must report findings to the Department after at least 90 days, after which the Department has 60 days to file a report with the General Assembly

The required report must cover sign functionality, benefits to the State, public safety concerns, and projected costs for statewide implementation

The Act is repealed on December 31, 2027 and takes effect immediately upon becoming law
