IL HB2631

Amends the Illinois Code of Military Justice to update and reorganize the list of military offenses, adding new offense categories including malingering, breach of medical quarantine, resistance/flight/breach of arrest/escape, prohibited activities with military recruits by persons in positions of special trust, and retaliation

Adds offenses for communicating threats, offenses concerning government computers, frauds against the government, parole violation, noncompliance with procedural rules, and wrongful interference with adverse administrative proceedings

Removes gendered language from Article 133 by changing "conduct unbecoming an officer and a gentleman" to "conduct unbecoming an officer"

Updates terminology for existing offenses, such as changing "solicitation" to "soliciting commission of offenses" and "drunk on duty" to "drunkenness and other incapacitation offenses"

Takes effect immediately upon becoming law
