Projects funded in whole or in part by proceeds from transferred state tax credits would be classified as "public works" under the Prevailing Wage Act, requiring workers to be paid prevailing wages

Applies to transferable tax credits under five programs: Film Production Services Credit, Affordable Housing Donations Credit, Live Theater Production Credit, Hospital Credit, and Hydrogen Fuel Replacement Tax Credit

Amends the Prevailing Wage Act's definition of "public works" to explicitly include "funds received from the sale or transfer of tax credits awarded by the State"

The bill takes effect immediately upon becoming law
