Amends the Preventing Youth Vaping Act to clarify that electronic cigarettes sold before August 8, 2016 with a pending premarket tobacco product application (rather than just a submitted application) filed with the FDA by September 9, 2020 are not considered adulterated

Requires distributors, secondary distributors, and retailers selling electronic cigarettes in Illinois to obtain manufacturer certifications stating the products are not adulterated, including the date of FDA application submission or marketing granted order

Mandates that sellers maintain certification records for at least 2 years and produce them upon request by the Department of Revenue, Attorney General, or other enforcement entities

Prohibits manufacturers from providing false or misleading statements in certifications, while shielding distributors and retailers from liability for manufacturer misrepresentations

Authorizes the Attorney General to enforce violations of these certification requirements under the Consumer Fraud and Deceptive Business Practices Act
