Amends the Illinois Unemployment Insurance Act to make workers eligible for unemployment benefits when their unemployment results from a labor dispute (strike) at their workplace, reversing the current law that makes them ineligible

Removes existing language that defined exceptions to "labor dispute," including provisions about unpaid wages and employer lockouts

Eliminates conditions under which locked-out workers could receive benefits, such as requirements that unions meet with employers or bargain in good faith

Deletes the exception that previously allowed workers to receive benefits if they were not participating in, financing, or directly interested in the labor dispute

Retains the requirement that claims adjudicators make separate eligibility determinations for claims involving labor disputes, with appeal rights to the Director
