Requires the Illinois State Board of Education to identify days when students may be absent due to cultural, religious, or other observances and create a nonexhaustive list of these dates for the upcoming school year

Mandates the State Board post the list prominently on its website and distribute it to all school districts by February 1 each year to guide major school event scheduling decisions

Defines "major school event" as tests, special projects, special events, schoolwide events, or extracurricular activities that would be difficult to make up

Allows school districts to add additional observance days based on local community feedback or demographics

Requires distribution of the list to regional offices of education, Department of Early Childhood, Board of Higher Education, Illinois High School Association, and other relevant entities by February 1 annually
