Allows the Director of Natural Resources to consider names submitted by oil and gas producers in the state when making appointments, though this is discretionary rather than mandatory

Maintains existing Board member qualifications: must be at least 25 years old, an Illinois resident, and have at least 5 years of active oil industry experience

Board members serve 3-year terms without salary, though they may receive reimbursement for travel expenses related to Board duties
