Requires the Illinois Board of Higher Education to submit a report to the General Assembly on the state of artificial intelligence education and development at public and private colleges and universities within 18 months of the bill's effective date

Report must catalog all existing and planned academic programs, courses, and research projects focused on AI use, development, and ethical/social implications

Report must include recommendations for expanding AI-related programs and courses at higher education institutions

Report must provide recommendations for implementing a state-funded grant program to promote AI academic study and commercial development, including funding for hands-on AI labs, virtual learning platforms, and tools for K-12 teachers

Provisions automatically repeal 2 years after the effective date of the Act
