Amends the Illinois Unemployment Insurance Act to permanently extend unemployment benefits eligibility for non-instructional school employees during breaks between academic terms

Removes the previous end date of September 4, 2021 for the temporary COVID-era provision, making the expanded eligibility ongoing starting from March 15, 2020

Applies to educational institution and educational service agency workers in non-instructional, non-research, and non-principal administrative roles (such as cafeteria workers, bus drivers, custodians, and paraprofessionals)

Allows these workers to receive unemployment benefits during summer breaks and periods between academic terms, provided they are otherwise eligible for benefits under federal law
