First-time non-resident applicants for deer hunting permits in Illinois would be restricted to antlerless-only permits under the Department of Natural Resources

Returning non-resident hunters who have previously obtained Illinois deer hunting permits would remain eligible for either-sex permits

The bill amends Section 2.26 of the Wildlife Code (520 ILCS 5/2.26) governing deer hunting permits

Current law already requires a minimum of 20,000 non-resident either-sex archery deer hunting permits be available; this provision would remain unchanged for repeat applicants
