Requires health and accident insurance plans that cover prescription drugs to count payments made by the insured or on behalf of the insured by another person toward out-of-pocket maximums and cost-sharing requirements

Applies to plans issued, amended, renewed, or delivered on or after January 1, 2027

Effectively ensures that third-party assistance payments (such as from copay assistance programs, charities, or family members) count toward meeting deductibles and out-of-pocket limits

Exempts high-deductible health plans to the extent that compliance would disqualify the plan from health savings account (HSA) eligibility under Section 223 of the Internal Revenue Code

Amends the Illinois Insurance Code by adding new Section 356z.80
