Renames the "Park District Aquarium and Museum Act" to the "Park District and Municipal Aquarium and Museum Act" and expands the law to allow municipalities (not just park districts) to erect, operate, and maintain aquariums and museums in public parks

Authorizes municipal corporate authorities to levy a property tax for aquarium and museum purposes, with the same rate limits that currently apply to park districts: up to 0.03% for jurisdictions under 500,000 population, and up to 0.15% for jurisdictions of 500,000 or more population

Allows municipalities and park districts under 500,000 population to increase their aquarium/museum tax rate above 0.03% (up to 0.07%) through a resolution process with a 30-day petition period for referendum, and above 0.07% (up to 0.15%) only with voter approval at a regular election

Grants municipalities the same authority as park districts to enter into leases of up to 99 years with corporations or societies to build and operate aquariums or museums on public park land, and to use eminent domain to acquire private property rights that would interfere with such facilities

Makes conforming changes to the Park District Code, Chicago Park District Act, Illinois Horse Racing Act of 1975, and Eminent Domain Act to reflect the expanded scope of the renamed act
