Amends the Chicago Firefighter Article of the Illinois Pension Code to adopt the Retirement Systems Reciprocal Act (Article 20), allowing Chicago firefighters to combine service credit from multiple public pension systems when calculating benefits

Applies only to individuals who become entitled to receive a retirement annuity or survivor's annuity on or after the effective date of the Act and who elect to use the reciprocal provisions

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements, meaning the City of Chicago would bear any implementation costs
