Establishes the Licensed School Librarian Task Force within 120 days of the Act's effective date, to be convened by the State Board of Education

Task Force membership includes appointees from the State Board, Secretary of State, Governor, and legislative leaders, with representatives from library systems, universities offering library specialist programs, and statewide librarian organizations

Task Force must meet at least 4 times and submit a final report within 12 months to the Governor and General Assembly with recommendations on how public schools can budget for and employ licensed school librarians

Report must also include recommendations for appropriate library resources when licensed school librarians are unavailable to staff school libraries

Task Force dissolves upon submission of its report, and the Section is repealed on July 1, 2027
