Certified nurse midwives may provide out-of-hospital birth services at licensed birth centers without a written collaborative agreement if granted clinical privileges by the birth center's clinical director

Certified nurse midwives may provide out-of-hospital birth services under a collaborative agreement with an advanced practice registered nurse (instead of a physician) in federal primary care health professional shortage areas with HPSA scores of 12 or higher, or in maternity care deserts

Defines "maternity care desert" as a county without any hospital, birth center, or licensed health care professional offering obstetric care

Physicians are not liable for acts or omissions of certified nurse midwives providing home birth services solely because they signed a collaborative agreement; physicians remain responsible only for their own acts and omissions

Written collaborative agreements cannot prohibit certified nurse midwives from providing home birth services within their scope of training and experience
