Creates the Health and Wellness Impact Note Act, requiring the Department of Public Health to prepare impact notes for bills and agency rules that affect mental, physical, or social well-being

Impact notes must be prepared within 5 calendar days of request, with extensions possible for complex measures but not beyond May 15 following the request date

Notes must provide factual estimates in dollars or other relevant units of both immediate and long-range effects; if no estimate is possible, a statement explaining why must be included

Bills requiring impact notes cannot proceed to second reading in the chamber of introduction until the note is prepared; proposed agency rules need notes before Joint Committee on Administrative Rules approval

Any legislator may request an impact note if the bill sponsor believes one is unnecessary, with the chamber majority voting to decide applicability
